미나 알파할 원유터미널은 지난 2월말 이란 전쟁이 발발한 이후에도 중동원유를 옮길 수 있는 몇 안 되는 시설 중 하나다. 지난달에는 이곳으로 유조선들이 몰려들어 혼잡 현상이 발생하기도 했다.
 
오만은 이란과 호르무즈 해협을 사이에 두고 마주 보는 위치에 있으며 오랫동안 미국과 이란 간 중재자 역할을 해왔다. 그러나, 최근 미국이 이란과 관계를 끊으라며 오만을 압박하는 중이다. 이란이 호르무즈해협에서 통행료를 징수하려면 해협을 공유하는 오만의 협조가 필수적이기 때문이다.
 
도널드 트럼프 미국 행정부는 심지어 최근 오만의 중립성에 대한 의구심을 강하게 표출하기도 했다. 마코 루비오 미국 국무장관은 지난 2일 연방상원 외교위원회 발언에서 “이란을 제외하면, 그리고 아마 그것에 추파를 던졌던 오만을 제외하면, 지구상 어느 나라도 이란이 해협에서 하는 일을 지지하지 않는다”며 오만을 겨냥했다. 앞서 지난달 27일 트럼프 대통령은 호르무즈해협 통과 선박들로부터 통행료를 받겠다는 이란의 구상에 오만이 협조할 경우 “날려 버리겠다”는 표현을 사용했으며, 같은 날 스콧 베선트 재무장관은 오만이 호르무즈해협 통행료를 부과할 경우 미국의 제재 대상이 될 것이라고 말했다.
 
이에 대해 오만은 이란 측과 접촉 중인 것은 국제법을 준수하는 호르무즈해협 관리 체계를 수립하는 방안을 논의하기 위해서라며, 어떤 체계가 수립되든 유엔 산하 국제해사기구(IMO)와 협의한 후에야 시행될 것이라고 미국 측에 해명하고 있다.
